"Much more could have been achieved"
The CS Plenary on 15th November decided to draft a Civil Society statement and during the three days of the Summit an open-ended drafting group met in one of the offices in the CS space. A draft CS Declaration was presented to the last CS Plenary on 18th November, which decided that the work should continue online. Inputs and contributions were collected from the various regional or thematic caucuses and working groups in the weeks following the conclusion of the Summit.
On 18 December 2005, the civil society groups active in the summit process have issued a comprehensive statement that evaluates the official outcomes and process. The assessment builds on the 2003 Civil Society Summit Declaration “Shaping Information Societies for Human Needs”, and it was developed in a global online consultation process after initial drafting during the summit in Tunis. It is presented as Civil Society’s official contribution to the Summit outcomes and is now posted on the website of the WSIS Executive Secretariat.
